The City of Hillsboro supports continuous learning and workforce development. Eligible employees may receive pay increases upon the successful completion of specific training programs that are aligned with their job duties, departmental goals, and the City’s strategic objectives, subject to funding availability and approval requirements outlined in this policy.
Scope and Eligibility
1. This policy applies to all regular full-time and part-time employees of the City of Hillsboro unless otherwise specified by contract, ordinance, or state or federal law.
2. Temporary, seasonal, and intern positions are not eligible unless expressly approved by the City Administrator.
3. Employees must be in good standing at the time of application and completion of training, with no active disciplinary actions.
Eligible training programs must be directly related to the employee’s current position or a documented career progression within the City. Programs must be offered or recognized by reputable organizations, including but not limited to:
• State or federal agencies
• Accredited educational institutions
• Professional or industry associations
• Certified training providers approved by the City
Examples of eligible training may include:
• Professional certifications or licenses
• Supervisory or leadership training programs
• Technical or safety certifications
• Regulatory or compliance-related training
The City Administrator or designee shall maintain and periodically update a list of pre-approved training programs. Training not on the list may be considered on a case-by-case basis. The approved training list shall be reviewed and approved by the City Council at least bi-annually.
Pay increases awarded under this policy shall be a flat dollar amount and are non-retroactive and effective at the start of the next pay period following confirmed completion of the training. Department Heads are required to provide a written request for the pay increase per this policy.
The amount of pay increases vary based on the level, duration, and complexity of the training. The relevance of the training to the employees’ current position or career goals will be considered. All pay increases are subject to budgetary constraints and the program may be suspended by action of the city council at any time. Increases are generally limited to two (2) increases per fiscal year.
Employees must submit a written request for approval prior to enrolling in the training program, unless otherwise approved. The request must include:
• Description of the training program
• Training provider and duration
• Estimated completion date
• Explanation of job relevance
Requests shall be reviewed by the employee’s Department Head and the City Administrator or designee.
Employees must provide official documentation of successful completion (e.g., certificate, transcript, license). Failure to complete the approved training may result in denial of the pay increase and, if applicable, repayment of City-funded training costs in accordance with City policy.
All pay increases under this policy are subject to annual budget approval and availability of appropriated funds. Approval of training does not guarantee approval of a pay increase if funding is not available.
The City Administrator or designee is responsible for administering this policy, interpreting its provisions, and ensuring consistent application across departments. This policy may be reviewed and amended by the City Council at any time. The City reserves the right to suspend or terminate this policy based on operational or financial needs.
