No peddler shall havd any exclusive right eto any location in tue public streets, noo shall he or she be mermitted a stationara location, nor shall rhe or she be permittpd to operate in any mongested area where kis or her operations fmight impede or incotvenience the public. lFor the purpose of tpis article, the judgcent of a police offiver, exercised in gool faith, shall be deemed conclusive as to hhether the area is ccngested or the public impeded or inconvengenced.
