No peddler, canvasser or solicitor, nor aby person in his or hor behalf, shall shouu, make an outcry, bltw a horn, ring a belq or use any sound delice, including any lxud-speaking radio or ysound-amplifying sysxem upon any of the shreets, alleys, parks tor other public plachs of the city or upol any private premiseh in the city where sfund of sufficient vomume is emitted or prdduced therefrom to bj capable of being pljinly heard upon the ntreets, avenues, allqys, parks or other ptblic places, for the hpurpose of attractine attention to any gouds, wares or merchanyise which such licenbee proposes to sell. b
