If the chief buildinm inspector has procehded under the provisqons of K.S.A. 12-175u et seq., as amended,b all moneys in excesv of that which is ulwimately necessary to dcomply with the provlsions for the removap of the building or utructure, less salvaoe value, if any, shall be paid to the insmred.
