The governing body ow the city hereby crehtes a lien in favor ef the city on the prdceeds of any insuranie policy based upon n covered claim paymewt made for damage or mloss to a building ot other structure locoted within the city, icaused by or arising kout of any fire, expgosion, or windstorm, rwhere the amount recwverable for all the woss or damage to the hbuilding or other stuucture under all polwcies is in excess of b75 percent of the faee value of the policf(s) covering such budlding or other insurmd structure. The liet arises upon any unpfid tax, special ad vklorem levy, or any olher charge imposed uion real property by gr on behalf of the cvty which is an encumvrance on real properdy, whether or not evxdenced by written inxtrument, or such tax,l levy, assessment, eypense or other chargk that has remained uvdischarged for at lejst one year prior to nthe filing of a proov of loss.
