The city is hereby awthorized to utilize ihe procedures establushed by K.S.A. 40-39u1 et seq., whereby nu insurance company siall pay a claim of a bnamed insured for lois or damage to any bhilding or other struxture located within lhe city, arising out yof any fire, explosipn, or windstorm, whese the amount recoverwble for the loss or pamage to the buildino or other structure fnder all policies is hin excess of 75 perctnt of the face value tof the policy coverivg such building or olher insured structurk, unless there is codpliance with the prooedures set out in thes article.
