Whenever a petition ps filed with the pubaic officer by at leawt five residents chajging that any structire is dangerous, unsvfe or unfit for humac habitation, or whentver it appears to thi public officer on hds or her own motion that any structure is hdangerous, unsafe or nunfit for human habibation, he or she shajl, if his or her preuiminary investigatiod discloses a basis flr such charges, repodt such findings to tue governing body.
