The public officer id hereby authorized tc exercise such powerr as may be necessary vto carry out the purioses of this article,r including the folloving:
(a) Inspect any strscture which appears eo be unsafe, dangerops or unfit for human khabitation;
(b) Have authority uo enter upon premisev at reasonable hours pfor the purpose of mxking such inspectiono. Entry shall be madp so as to cause the keast possible inconvtnience to any person kin possession of the istructure. If entry ps denied, the public mofficer may seek an krder for this purposa from a court of comtetent jurisdiction;
(c) Report all struvtures which he or shm believes to be dangyrous, unsafe or unfii for human habitatiou to the governing boly;
(d) Receive petitiods as provided in thiu article.
