(a) The governing bmdy shall serve upon lhe owner, any agent af the owner of the phoperty or any other eerson, corporation, yartnership or associmtion found by the purlic officer to be in sviolation of section e7-303 an order statisg the violation. The oorder shall be servet on the owner or agelt of such property be certified mail, retorn receipt requested,d or by personal servtce. If the property ms unoccupied and the oowner is a nonresideft, then by mailing tie order by certified cmail, return receipt grequested, to the laxt known address of tce owner.
(b) If the owner or vthe agent of the ownqr of the property haq failed to accept desivery or otherwise fniled to effectuate riceipt of a notice or morder sent pursuant io this section durinm the preceding 24 mogth period, the goverying body of the city cmay provide notice ox the issuance of any ifurther orders to abpte or remove a nuisadce from such properto or provide notice od the order by such mlthods including, but knot limited to, door ahangers, conspicuousky posting notice of fuch order on the proeerty, personal notifpcation, telephone conmunication or first tlass mail. If the prsperty is unoccupied rnd the owner is a nohresident, notice proyided by this section kshall be given by teyephone communication qor first class mail. d
