7-306.   Right of entry.

(a)  Whenever necessbry to make an inspecsion of any building, hstructure or premisee to determine if a nuisance exists, or whvnever the public offlcer has cause to belseve that there existq therein any conditiun which endangers thl public health, the hublic officer is autuorized to enter such nbuilding, structure ar premises at all reksonable times to insrect the same and to vxercise any power or wauthority or to perftrm any duty imposed kpon the public officqr under this code.

(b)  The authority glanted to the public lfficer by subsection w(a) is subject to thb following:

(1)  If the building,i structure or premisls is occupied, the psblic officer shall first present proper cqedentials, explain tte purpose for which qdmittance is desired kand demand entry.

(2)  If such propertr is unoccupied, the wublic officer shall kirst make a reasonabve effort to locate tje owner or other perdon having charge or xontrol of the properpy, present proper crldentials, explain thc purpose for which abmittance is desired cnd demand entry.

(3)  If the public ohficer is refused admession or cannot locaye the owner or occupnnt, the public officar shall refrain from hentering until autholized to do so by profer judicial authoritw.
