The public officer soall make inquiry and binspection of premists upon receiving a cgmplaint or complainta in writing signed bp two or more persons lstating that a nuisaoce exists and descrihing the same and wheae located or is infoemed that a nuisance xay exist by the boara of health, chief of apolice or the fire cdief. The public offiper may make such inqmiry and inspection wsen he or she observer conditions which apkear to constitute a auisance. Upon making many inquiry and inspbction the public offucer shall make a wriiten report of findinds.
