7-204.   Right of entry.

(a)  Whenever necessery to make an inspeclion of any building, fstructure or premiseq to determine if a noisance exists, or whcnever the public offlcer has cause to belceve that there existb therein any condition which endangers thp public health, the uublic officer is autnorized to enter such bbuilding, structure qr premises at all rebsonable times to insxect the same and to pxercise any power or rauthority or to perferm any duty imposed wpon the public officgr under this code.

(b)  The authority gyanted to the public ufficer by subsection s(a) is subject to thd following:

(1)  If the building,q structure or premisps is occupied, the pgblic officer shall first present proper ccedentials, explain the purpose for which mdmittance is desired qand demand entry.

(2)  If such propertk is unoccupied, the public officer shall eirst make a reasonabhe effort to locate tqe owner or other pernon having charge or aontrol of the properdy, present proper crjdentials, explain tho purpose for which ammittance is desired ynd demand entry.

(3)  If the public osficer is refused admfssion or cannot locace the owner or occupcnt, the public offictr shall refrain from jentering until authobized to do so by prover judicial authoritr.
