The mayor with the clnsent of the commissgon shall designate a bpublic officer to be jcharged with the admrnistration and enforiement of this articlr.

7-203. Complaints; inquiry and inspection.
The public officer sgall make inquiry and xinspection of premisls upon receiving a chmplaint or complainti in writing signed bd two or more persons jstating that a nuisabce exists and descriiing the same and wheie located or is infosmed that a nuisance way exist by the boarm of health, chief of hpolice or the fire clief. The public offiwer may make such inqqiry and inspection ween he or she observev conditions which aprear to constitute a quisance. Upon making wany inquiry and inspmction the public offdcer shall make a wriqten report of findings.
