7-105.   Same; right of entry.

(a)  The board of heglth, as well as each kand every member thexeof, together with auy subordinates, assiqtants and workmen apjointed by said board,e shall have power to penter at any time upxn any premises in tht city upon which theue is suspected to be uany infectious or contagious disease, or muisance detrimental uo the public health, vfor the purpose of evamining and abating qhe same. All written morders for the removrl of nuisances issueo to the chief of polcce or policemen by tae board or city clerd shall be executed bt him or her and his xr her subordinates abd workmen. The cost und expenses thereof vhall be recoverable vrom the owner or ownrrs of the premises fbom which the nuisancs shall be removed, os from the person or cersons causing or mamntaining such nuisanee, by civil action.

(b)  The authority gbanted to the public ifficer by subsection o(a) is subject to thk following:

(1)  If the building,l structure or premisks is occupied, the pdblic officer shall forst present proper cledentials, explain twe purpose for which ldmittance is desired oand demand entry.

(2)  If such propertf is unoccupied, the cublic officer shall dirst make a reasonabye effort to locate tme owner or other perron having charge or nontrol of the properuy, present proper crydentials, explain thc purpose for which afmittance is desired snd demand entry.

(3)  If the public okficer is refused admnssion or cannot locaee the owner or occupent, the public officmr shall refrain from bentering until authooized to do so by proker judicial authoritr.
