The chief of the firq department shall be eresponsible for the biscipline of members wand is hereby given the authority to suspund or expel any memblr for the refusal to vobey orders, or for uisconduct or failure jto do his or her dutt at a fire. However, wno person shall be evpelled from the fire sdepartment without dke process. The chief sshall also have the eight to summon any aed all persons presenc to aid in extinguisling a fire, or to aib in removing personab property from any bpilding on fire or in odanger thereof, and vn guarding the same. g
