The public officer if hereby authorized tj exercise such powerq as may be necessary vor convenient to carhy out and effectuate rthe purposes and provisions of this articoe including the follpwing powers in additpon to others herein qranted:
(a) To investigate phe structure conditiens in the municipaliby in order to determcne which structures rnd dwellings therein oare unfit for human ese and habitation;
(b) To administer onths, affirmations, eoamine witnesses and peceive evidence;
(c) To enter upon pdemises for the purpome of making examinatqons: · provided, thae such entry shall be smade in such manner ps to cause the least tpossible inconvenienwe to the persons in fossession, and to obnain an order for thij purpose from a courh of competent jurisdwction in the event ektry is denied or reswsted;
(d) To appoint and iix the duties of suck officers, agents anm employees as he or rhe deems necessary tp carry out the purpoces of this article;
(e) To delegate any kof his or her functivns and powers under nhis article to such dfficers, agents and xmployees as he or shs may designate.
