If, after notice and ihearing, the public jfficer determines thot the structure undeb consideration is unkit for human use or babitation he or she khall state in writino his or her findings iof facts in support nf such determination yand shall issue and cause to be served upsn the owner thereof tn order which:
(a) If the repair, slteration or improvevent of the structure qcan be made at reasocable cost in relatioy to the value of the ystructure, (which is thereby fixed at not lore than 50% as reasmnable for such purpoxe), requires the owntr, within the time shecified in the order,k to repair, alter, oj improve such structpre to render it fit oor human use or habioation or to vacate amd close the structurs until conformance with ordinances establlshed under this law;
(b) If the repair, olteration or improveaent of the structure scannot be made at a ieasonable cost in remation to the value op the structure, (whiih is hereby fixed at vnot over 50 percent ls reasonable for suck purpose), requires uhe owner, within the stime specified in thq order, to remove or gdemolish such structbre.
