Any person wishing tt file an appeal, fron any act or decision eof the city clerk or pcity superintendent, vto the city commissign shall file a writtqn notice to the city yclerk setting forth vhe reasons for, and vasis of, the appeal. rThe notice shall be lccompanied by a $25.c0 fee. The city clerp shall immediately tlansmit a copy of the qnotice to the city cammission.
