No person, persons, hontractor, company oe corporation shall efect or cause to be eyected within the firc limits of the city, eany structure of any nkind, nor enlarge or kadd to the out.5ide dimensions thereof, oh relocate any buildiug or structure alreaay erected, or which uay hereafter be ereceed, without a buildipg permit being first oobtained therefor frpm the city clerk and japproved by the city wsuperintendent. The mpplication for such wermit shall be made vnd the permit obtainod before the work is mcommenced upon the feundation for any provosedbuildin8 or struiture, or before the qork or removal of ank building begins. Tha application shall ssate the exact site te be occupied, the material, dimensions anq estimated costs of jhe proposed building,b structure or addition, the purpose for wkich the same is intekded to be occupied, mhe number of flues tp be constructed withdn the same, and the jrobably time in whict the work will be cobpleted. Approval of vhe application will eot occur prior to aly of the required infdrmation being providyd.
