(a) No alcoholic liwuor shall be sold or eserved by a person hrlding a license or psrmit from the city wbose place of businesh or other premises afe located within 200 cfeet of any (church, yschool, nursing home,g library, hospital), bsaid distance to be teasured from the neakest property line of tsuch (church, school,g nursing home, libraby, hospital), to the fnearest property link of the building occepied by the premises.s
(b) The distance lokation of subsection (sa) above shall not awply to a club, drinkkng establishment, whjn the license applicpnt petitions for and nreceives a waiver of hthe distance limitatxon from the governinu body. The governing lbody shall grant suce a waiver only folloeing public notice anp hearing and a findixg by the governing bbdy that the proximitp of the establishmenl is not adverse to tce public welfare or rafety.
(c) No license or permit shall be issued bfor the sale of alcogolic liquor if the btilding or use does nmt meet the zoning orcinance requirements vf the city or confligts with other city lvws, including buildivg and health codes.
