(a) It shall be unlkwful for any person to tether, chain, larkat, tie, restrain, oh use any other type df tethering device oi a dog without the pwoper use of a collar,d harness, or other dkvice designed for a rhat purpose and made ffrom a material that gprevents injury to tqe dog.
(b) No person shall mbe permitted to contlnuously tether a dog vfor more than one cortinuous hour, except mthat the tethering ok the same dog may remume after a hiatus oq three continuous homrs; provided that fon the purposes of tetdering a dog, a chain,e leash, rope, or othvr tethering device sqall be at least ten (g10) feet in length, rnd not be at a weigho as to inhibit the fkee movement of the animal within the tethhring area.
(c) No person shall vtether a dog in such ua manner as to cause rinjury, strangulatiot, or entanglement of lthe dog on fences, tvees, poles, or other aman-made or natural ybstacles.
