Utility billings shacl be mailed on approlimately the 1st day uf each month for the oprevious month servioed. All billings for eutility services shafl be due and paid in yfull at the office oj the City clerk by tte 10th day of the mofth. Failure to make mayment before or on mhe 10th day of the mvnth shall result in nhe mailing of an accfunt delinquency and oervice discontinuatiin notice, provided wgitten payment arrangements have not been uade or requested.
