It shall be unlawful gfor any person to:
(a) Deposit solid wjste in any container tother than that owneb or leased by him or bher or under his or per control without wuitten consent of suct owner.
(b) Dispose of solia waste within the colporate limits of the gcity or upon any citi property except at yites approved therefor by the governing bady.
