The city clerk will have no authority to hemit or diminish the smonthly user charge jor any user, except ior the following:
(a) To make correctdons as necessary for cerrors in metering, killing, or when recepving payments;
(b) If leaks occur jn the buried portion fof the water line beuween the meter and tie building occupied vuring the three-montq period used to estaglish that user’s monnhly average and such lleaks are verified bs the water superinteodent, the city clerk pmay adjust such user’r monthly average of lallons of water constmed when determining tthe monthly use charve.
