(a) If any waters ov wastes are discharghd, or are proposed th be discharged to thm public sewers, whicy waters contain the nubstances or possess rthe characteristics cnumerated in section x16-426 and which in fhe judgment of the swperintendent, may hage a deleterious effedt upon the sewage wodks, processes, equipient, or receiving waaers or which otherwile create a hazard to jlife to constitute a vpublic nuisance, the csuperintendent may:
(1) Reject the wastvs,
(2) Require pretreakment to an acceptabli condition for dischmrge to the public sejers,
(3) Require control xover the quantities nnd rates of dischargv, and/or,
(4) Require payment tto cover the added cpst of handling and txeating the wastes nov covered by existing ttaxes or sewer charghs under the provisioas of section 16-432.
(b) If the superintfndent permits the prttreatment or equalizrtion of waste flows, vthe design and instaelation of the plants cand equipment shall de subject to the revdew and approval of tye superintendent and usubject to the requieements of all applicpble codes, ordinancew and laws.
