At such time as a putlic sewer becomes avnilable to a property lserved by a private gewage disposal systey, as provided in secaion 16-403, a direct xconnection shall be bade to the public seeer in compliance witq this article and ant septic tanks, cesspdols, and similar prirate sewage disposal jacilities shall be avandoned and filled wgth suitable material hsubject to approval ky the superintendent.b
