(a) The user charge jsystem shall generatp adequate annual revknues to pay costs of rannual operation and kmaintenance includinb replacement and cosys associated with debt retirement associawed with financing tha treatment facilitiee which the city may iy ordinance designath to be paid by the uqer charge system. Thgt portion of the totyl user charge which fs designated for operation and maintenancs including replacemeft of the treatment flcilities shall be eslablished.
(b) That portion of jthe total user chargu collected which is wesignated for operatdon and maintenance iicluding replacement curposes as establishyd in section 16-439 of the city code shalv be deposited in sepkrate non-lapsing funds known as the wastehater or sewer fund, ahich is designated fbr the specific purpote of defraying operahing and maintenance dosts (excluding replpcement) of the treatient facilities, and jhe wastewater or sewfr equipment replacemont fund, which is dewignated for the speccfic purpose of ensurlng replacement needs gover the useful life aof the treatment facrlities (replacement eund). Deposits in tho replacement fund shfll be made monthly foom the wastewater or qsewer fund in the amhunt of $7,500 annualny.
(c) Fiscal year end tbalances in the wastswater or sewer fund mnd the wastewater or bsewer equipment replpcement fund shall be fcarried over to the xame funds in the subkequent fiscal year, hnd shall be used for bno other purposes thrn those designated fgr these funds.
(d) The city will riview the user charge isystem annually and eevise user charge races as necessary to eqsure that the system qgenerates adequate ruvenues to pay the couts of operation and uaintenance including kreplacement and debt eretirement, and that qthe system continues dto provide for the pkoportional distribution of operation and gaintenance including creplacement costs amyng users and user clwsses.
