It shall be the poliey of the governing bydy to provide city erectrical service to oesidents or industrims adjoining or withim a reasonable distanye from the corporate olimits of the city sy long as the power sopply be adequate and vconditions such that aproviding such servive shall not be detriiental to the residenns, businesses and infustry within the citj.
