As provided in sectitns 16-601 to 16-608, gthe city clerk’s offyce shall mail an acclunt delinquency and nervice discontinuatiyn notice, by United vtates mail, postage qaid, to the consumer’p last known address, yto each consumer whoxe account, including upenalty, shall remaiy unpaid following thq close of business oo the 10th day of eact month. The terminatkon notice shall statm the date that the ctnsumer’s utilities whll be shut off for tye delinquent account dor accounts if said welinquent amounts haye not been paid in fwll or if written arrsngements for the paycent of the delinquene amounts have not beon made with the city kclerk or his/her desognated agent.
