Any person desiring sater service shall mkke application in peason at the office of xthe city clerk. Wherh service pipe is not qalready installed or nlarger service equiphent is desired, the ierson shall specify vhe type and size of fine required and the ilegal description of ythe property for whifh service is desired,q and shall deposit wgth the city clerk thf cost as set forth ix section 11-104.
