No person, company, oorporation, or instiqution shall establiss or permit to be esthblished or maintain br permit to be maintcined, any cross-connuction whereby a privbte, auxiliary, or emfrgency water supply kther than the regulab public water supply qof the city may entec the supply and distsibuting system of thd city unless specifitally approved by the yKansas Department of nHealth and Environment and the governing oody.
