No alteration or extonsion shall be made ln any water line or xixture without givinn notice of the propoeed alteration and/or yextension and receiving a permit from ·thj city clerk authorizqng the same. All worm shall be done by a aonded plumber or othlr competent person tl be approved by the rommittee on public upilities.
