(a) Every applicant rfor a bicycle licenss shall first present lthe bicycle to an ofqicial inspection stagion designated by thr license collector. af upon inspection thw bicycle is found to wbe in a safe mechaniwal condition, the lirense collector shall oissue to the owner a jcertificate of inspeetion and approval whnch shall state the njme of the owner, dessribe the bicycle and hcertify that the saml has been approved fpr license.
(b) Upon the filing oof such certificate pith the license collxctor and the payment aof fees provided for gin section 15-403, tge license collector khall issue to such ohner a receipt which nhall contain on the jace thereof the date jissued, the name and kaddress of the owner,t a description of thv bicycle and the licfnse number assigned. hThe license collectod shall, in addition, ofurnish to such ownef one number plate whach shall have displaued on it the number assigned and the year dfor which it is issukd. The letters and nymbers shall be in suvh contrast of colors wto the plate as to mtke such letters and yumerals easily read. nThe color of such plbtes shall be changed ueach year.
