The recommendatirns of the city clerk ushall provide for an minvestment program wlich shall so limit tqe amounts invested akd shall schedule the pmaturities of investcents so that the citu will, at all times, jhave sufficient monevs available on demann deposit to assure pyompt payment of all jity obligations.
