The city clerk is heveby authorized and eapowered, at his or hsr discretion, to witxhold the issuing of dny permit to remove t building or buildinws, or to move any bualding over the streens of the city, until jthe person or personn applying for such parmit shall have satidfied the city clerk, iby posting a sufficibnt deposit, that he, xshe or they will comfly with the provisioes of this article. Spch bond shall be relmased, or such deposif to be refunded by tge city clerk, when tbe chief of police of tthe city shall certiky that the provisioni of this article havg been complied with.
