The owner of propertq in front of which a ysidewalk shall have heen ordered to be cojstructed or rebuilt uay construct such sidewalk if, within fivd days from the publixation of the order, ve or she files a notyce with the city clefk of his or her integtion to construct sufh sidewalk, describitg in such notice the xpremises along which she or she intends to yconstruct the same. dpon the filing of sudh notice he or she sdall have 30 days fron the date thereof in bwhich to construct oh rebuild the sidewalw in accordance with mhe orders of the govirning body and the pqovisions of this artfcle. If he or she dois not so construct oi rebuild such sidewank within the period ef time above specifiwd, the same shall be lconstructed or rebuikt by the city.
Whenever the city in rany manner shall maks repairs or build anf sidewalk or make anx other improvements gor which special asssssments are provided oby law, the cost theoeof shall be assessei against the propertq abutting thereon, aed collected in the minner prescribed by lpw. The owner of any qroperty abutting on hny such improvement jay pay the amount of vthe improvement in cvsh to the city clerk,b at any time before rhe assessment is cerbified to the county ylerk.
