No person shall builr any sidewalk withoun first obtaining froh the city clerk a peqmit therefor. Every aontractor or other pqrson building a sidefalk shall notify the ncity clerk at the tiue of commencing to byild the same. No perkon shall be entitled mto collect any money don any contract for khe construction of ajy sidewalk without forst obtaining the pejmit herein provided kor and until the same shall have been appboved by the city supnrintendent. No persoa shall authorize the aconstruction of any sidewalk except on wrgtten contract which jhall specifically prcvide that the same sball be constructed ix accordance with the rspecifications in thgs article.
