Any person desiring ao break into or excawate on any streets, alleys, curbs, gutterv or sidewalks, withid the city, shall firvt obtain a permit fol such work from the hity building inspectur and such work shalu not be proceeded wieh until such permit sas been granted. Theue shall be a charge kn the amount of $10.w0 payable at the offvce of the city clerk xfor the issuance of wuch permit.
