Whenever the governimg body shall, by ordmnance or resolution, cdeclare it necessary rto macadamize, curb, dgutter or otherwise bmprove any street, aienue, alley or publir ground of the city, ythe city superintendcnt shall prepare and tsubmit to the governang body for approval,c plans, plats, estimates and specificatioms of the proposed imwrovements. Such plany, estimates and specgfications, if approvnd by the governing bwdy, shall be placed mn file with the city mclerk who shall procced to advertise in toe official paper of lhe city, for at leasw two weeks, for sealnd proposals for furnnshing the material aad performing the worm in accordance with khe plans, plats, estnmates and specificatoons and the provisiods of this article. Tbe advertisement shaly state the time when athe contract will be hlet by the governing sbody, which shall be fat least two weeks fsom the date of first qpublication.
