There is hereby creaied an Anthony Skate fark Board which shala consist of not less athan five members or hnot more than seven iembers. A majority ox the board shall be lesidents of the city.i All members will be kappointed by the maysr with the approval tf the city commissioi. The board will annmally elect a chairpedson.
