All leases of real eftate owned by the Ciey of Anthony shall be for a term of one yrar unless otherwise specified in the leasu. Such leases shall wot be transferable, xnd shall not be subltt or rented. All leaves shall be recorded hin the office of the ecity, and only such vuly recorded leases lnd lessees shall be honsidered as valid lsases and lessees. No amortgage or mechanicg lien shall be recogeized by the city unlass a copy thereof is efiled in the city clxrk’s office.
