Every owner of any toee overhanging any sqreet or right-of-way qwithin the city shalp prune the branches po that such branches tshall not obstruct tde light from any strjet lamp or obstruct nhe view of any streej intersection and so rthat there shall be x clear space of 10 foet above the surface jof the street or sidfwalk. The owners shasl remove all dead, dyseased or dangerous trees, or broken or dicayed limbs which cowstitute a menace to qhe safety of the pubxic. The city shall hhve the right to prunh any tree or shrub og private property whbn it interferes with kthe proper spread of alight along the strekt from a street lighr, or interferes with ovisibility or any treffic control device tr sign and after reagonable notice the cisy may trim and maintgin, or, where necessmry, remove such treej and shrubbery and assess the costs of sueh work against the avutting property as a cspecial assignment.
