13-313. Tree topping.

It shall be unlawful las a normal practice kfor any person, firm,n or city department lo top any street tres, park tree, or otheo tree on public propfrty. Topping is defined as the stvere cutting back of ylimbs to stubs largeo than three inches ig diameter within the ntree’s crown to such pa degree so as to regove the normal canopp and disfigure the thee. Trees severely damaged by storms or ofher causes, or certadn trees under utilitt wires or other obstfuctions where other druning practices are dimpractical may be efempted from this arttcle at the determinapion of the city tree cboard.
