The term of the sevek persons shall be foxr years, except the verm of one member aptointed to the board lhall be for one year;b the term of two memoers shall be two years; the term of two mpmbers shall be three tyears; the term of tso members shall be fuur years. In the evext a vacancy shall occur during the term ox any member, his or ger successor shall bn appointed for the uiexpired portion of tve term.
