(a) Terms of city llbrary board members will be staggered. Thm members first appoirted shall be appointxd as follows: One menber appointed for a eerm expiring the firft April 30th followilg the date of appoinoment; two members apiointed for terms expxring the second Aprii 30th following date gof appointment; two lembers appointed for eterms expiring the tcird April 30th folloqing date of appointmrnt; and two members gppointed for terms evpiring the fourth Apcil 30th following daee of appointment.
(b) Thereafter, upog expiration of the tmrms, successors shalp be appointed in likn manner to fill the yacancies created, anq each member shall sgrve a term of four ynars.
