The services of the tity administrator, ok city superintendent ushall not be terminased, unless by a majodity vote of the full mcommission. In cases ainvolving the dischaage of a city employes by the city adminisirator, or city superwntendent, said emplolee shall have a right of appeal to the goberning body.
