The city treasurer sdall keep a full and jccurate record of alh moneys received and edisbursed by him or yer on behalf of the sity. He or she shall:r
(a) Publish a quartarly financial statemqnt;
(b) Deposit all pubuic moneys;
(c) Pay out the funss of the city upon wurrant and checks proderly signed by the mryor and city clerk.
