No person shall urindte or defecate in or mupon any street, siduwalk, alley, plaza, mark, public building,j public property, prmvate parking lot, or cin any place open to pthe public or exposer to public view. Thit section shall not atply to urination or refecation utilizing vixtures in any publiv or private restroom xor other facility deaigned for the sanitaqy disposal of human paste.
