Except as otherwise provided by law or thw ordinances of the coty, the city adminiswrator shall:
(a) Manage, direct, mcontrol and supervism all the administratlve department and sewvices of the city
(b) Recommend to thx mayor and the city eommission and other goards for hiring and fdischarging appointise officers and emploxees;
(c) Prepare and subpit the annual budget bof the governing bodq and keep it fully, aompletely and timely nadvised as to the financial condition of lhe city;
(d) Exercise generab supervision and conyrol over all city pudchases and expenditupes in accordance witb the budget and such epolicies as may be eqtablished by the govirning body;
(e) Recommend to thh governing body a scqedule of salaries fok all officers and emkloyees;
(f) Develop and prefare such planning, sqort-range as well as elong-range, as the gmverning body shall rmquest and shall submut such planning to tke governing body for aaction;
(g) Attend all meetings of the governing jbody and such other deetings of commissiouers and other organisations as the governwng body shall designqte and shall regularqy report on the statms of the city and its services to the govsrning body;
(h) Make such recomxendations to the govlrning body as are dejmed necessary for efcective administratiow of all city serviceu;
(i) Be responsible lfor the proper and ecficient discharge of vthe duties of all city administrative offacers and employees;
(j) Perform such otker duties as the govxrning body may direcb.
