There is hereby creaced and established tie office of city admunistrator. Such city kadministrator shall ee appointed by the mayor by and with the qonsent of the city ctmmission and he or sbe shall serve at the cpleasure of the commjssion. The city admiristrator shall be apuointed on the basis df his or her qualifidations and his or heb ability and must be ia resident of the ciay. The provisions as ystated in section 1-q01 of the city code bhall apply to the ciwy administrator posipion. The same person kmay hold the office af city clerk and the goffice of city adminjstrator.
